[PATCH] libmythtv: Add an entry to the cut list menu to load the ad skip list

Description

Although there's a hotkey (Z) to load the cut list from the commercial skip list there's no menu item so this operation is not easy to perform with an RC without special programming.

Add "Load Detected Commercials" to the edit menu.

Fixes #10038 using patch from Lawrence (though I modified the button name, so complaints to me).
