Setup pin is ignored

Description
No prompt for the setup pin is given when entering setup when setup pin has been configured. I can't remember how long ago this last worked.

The help text for the 'Require setup PIN' field in Settings Access (3rd page on general settings in mythfrontend) states: "If enabled, you will not be able to return to this screen and reset the Setup PIN without first entering the current PIN"
This used to work as I expected and how the help text specifies.

It never worked in that manner. The security PIN is adjustable on the first page in General. The dialog you are thinking about is used to query a running
mythbackendinstance for the database login credentials, after which those are stored to disk. Ifmythtv-setuphas already successfully connected to the database, there is no reason for it to ask you for the security PIN.
