Notifications shouldn't be dismissed when they just appeared

Description

There is the possibility that an important modification got dismissed if at the time it appeared, the user was about to press ESC (not knowing a notification was going to appear)

A small delay during which notifications can't be dismissed should be added, in order to prevent accidental dismissal
