Seaching for channels does not search for new transponders.

Description

Running mythtv-setup, a single transponder inserted into the database, when searching and putting the tick against search for additional transponders, it does nothing of the sort. It only searches the existing transponder.

This is on Astra 28.2E and it should find all the others.

This is on MASTER.

Can we get the logs from mythtv-setup when doing this scan.

Please start setup as follows 

mythtv-setup --verbose channel,chanscan,record,siparse 2>&1 | tee /tmp/scan.log

and upload /tmp/scan.log to the ticket

Moving remaining open 0.28.1 tickets to 0.28.2

Closing any remaining tickets for 0.28, if the issue persists, feel free to reopen and align to v29 or master
