This only seems to work iff one keyword (h264) is used.
If any other text is added before or after 'h264' then this profile fails for h264.

I've tried comma-space & space only delimiting. All fail.

Is the intention to allow multiple keywords ?
I assume valid keywords are h264, mpeg2video, mpeg1video, vc1, wmv3 & mpeg4 or similar.
All I'm trying to do is set NOT(h265) or NOT(hevc).

Workaround is to setup a profile for each video codec format.
