Fix configure lines for mythtv (--enable-libmp3lame was missed) and mythplugins (update for v31 and on) see 20200225_fix_configure.patch

I have not done anything about mythplugins MythNetvision and MythZMServer failure (used current ansible to setup depends)

Disabling MythZMServer. Requires mysql/mysql.h header
