my proposed solution is to use a more unique way of detecting the track change.
dvd specs say for each chapter, the vob id  & cell id combo are unique.


Menus are found outside title 0. 
Proposal: Expand the definition of IsInMenu() to include
PGs < 60 seconds, title == 0, and PG with Buttons
