Implement OpenCable transport type

Description

Opencable is sufficiently different from either atsc or mpeg transports that it needs it's own type and handling.

This will also help with cases like #2556 where dvb providers send streams on the opencable video stream type, but the streams aren't actually video streams.

(In [11815]) Fixes #2528. Fixes #2584. Changes Digital TV tuning to use the System Information Standard to determine what to use to tune ATSC and DVB and by extension MPEG and OpenCable streams (w/patch from Janne).
