MythWeb's WAP functionality does not honor time formats specified in session settings, all times are shown in 12h format. Attached patch changes upcoming, program details, recorded program and channel page to use hour format according to settings. 

This fix is only partial, there are still some places (e.g. drop down lists) where 12h hard-coded time format is used. 

There are also dates that could/should honor date formats. These would be easy to fix but I'm not sure what date format string to use.. or should there be a new ""short mobile date"" setting in mythweb session settings? For example, there is a ""recorded programs"" setting that could be used in WAP's recorded page, but that format string usually contains <br> tag which is not so good for mobile screens and so on.."	enhancement	closed	minor	unknown	mythweb	head	low	fixed			0
