HOWTO - export recordedprogram and recordedrating for new hardware

Description
Now that we have the recording details easily available through the playback box (and now that xris is making them available through MythWeb), it makes sense to preserve this information on database migration. The attached patch adds lines to retrieve from the export the recordedprogram and recordedrating data for use in a "partial restore". Although only two lines were added, I modified spacing of the other lines because recordedprogram is now the longest table name in the group, so the patch looks slightly more complex than it really is.

(In [12422]) v0.20.11, 2007-01-05. Added the "Add" document convention. Add --with-bindings=perl to the compile section. Clarify SMP compile instructions. Add Bruce's section on explaining how the scheduler deals with multiple recording options. Update database backup commands. Closes #2869. Add crappy diagram for Bruce's scheduler explanation.
