mythweather-revamp updates to master NWS xml file and support for animated gifs

Description
Included are two files: NWS-stations.xml animaps.pl
With animaps.pl, I added the ability to download and separate animated gifs in to their individual frames to be re-stitched back together to display the animated gif in mythweather-revamp. This is because Mythweather-revamp cann't handle animated gifs.
NWS-stations.xml is simply a version with more information in it. Specifically, all of the long/lat entries have been filled in for all of the sites that actually exist.
Now, I would have included the script used to re-build the NWS-stations.xml file, but, since the drive I had it on just crashed today, I lost it. :(

animaps.pl needs the executable flag set otherwise the Animated Map screen can not be configured/used.
