No, the image isn't moving. Only the OSD box. Changing aspect ratio doesn't help. Don't know how to change overscan/underscan. Have never changed that.
If i'm using MythTV 0.18.1 everything works fine. I can enter/exit LiveTV, change channels, and the OSD looks perfect.
But, if it works for everyone else i guess i'm out of luck. Could stay with 0.18.1.

I've seen this. I think it only happens when you have a 4:3 display. It's certainly something to do with 16:9 content on a 4:3 display or vice-versa.

I am running 2 frontends, both 0.18.1 on Fedora. The combined FE/BE (32 bit FC3) has this problem. The FE only (64 bit FC4) is fine. The is Australian DVB-T which is 16:9 and being displayed on a 4:3 TV (combined FE/BE), while the FE is a PC monitor running at 1280x1024 (5:4).

This problem occured in 0.18.1 for me only following a channel change when changing between channels on DVB-T when the dimentions of the channels change and only when using an aspect ratio override (turning off aspect ratio override resolves this for me). Not sure if it is occuring in SVN.

I can not duplicate this with my PVR-250.
Is the image moved as well?
Does changing the overscan/underscan change anything?
Does changing aspect ratio ("W") change anything?
