502	Add option for OSD delay for Play/Skip/etc.	mythtv@…	Isaac Richards	"Currently, the OSD for ""Play"" and ""Skip"" messages (basically everything not ""program information"") is displayed for two seconds plus a fade.  This adds an option making that configurable.

Unfortunately, the current naming schema made adding a reasonable setting difficult.  Thus, I chose instead to add OSDProgramDisplayTime to represent the current setting and OSDDisplayTime for everything else.

Added the option on the same screen as the old setting (TV Settings/Playback/OSD), immediately following.

Note that, like OSDProgramDisplayTime, setting this value to 0 makes it persist, rather than go away immediately.  Although this is not the behavior I would like, I considered changing it a separate issue.
