mythweb can't remove tv module

Description

i noticed that in the /mythweb/modules directory if i delete a folder such as "video" it will automatically remove that from being on my MythWeb menu.

However, anytime I try to remove the "tv" folder it causes an error and nothing is displayed on the webpage.

I use mythweb exclusively as a web-gui front-end for playing video files from my server, and i would like to be able to remove all the non-video modules.

(In [17548]) Fixes #5252, this fixes the fatal error when the tv module is missing. This is the most I am going to do unless someone submits a patch to do the rest.
