version.sh mktemp implementation brakes win32 builds

Description

Because of the recent changes to version.sh (as of changeset [21076]) and the fact that mktemp is not available on windows (MSys/MinGW) it can not create a version.cpp as the version.sh script errors out that the mktemp binary can not be found, this halts the build.

If have located a mktemp for MSys here but have not checked that it works with MythTV compilation under windows:

Attached a simple patch to add mktemp to the win32 build environment. Also bumps the default build to r21155 (just before the DeleteFile additions).
