UK DVB-T changes call for change to full scanning code

Description

The upcoming analogue switch-off in the UK will result in a change to the transmission mode used for DVB-T broadcasts. Before switchover, 2k mode is used. Post switchover, 8k in 64QAM will reportedly be used on all SDTV DVB-T multiplexes where previously a mixture of 2k 16QAM & 2k 64QAM was used.

The attached patch sets default parameters for a full UK DVB-T scan to AUTO. It would probably be beneficial to backport this change to -fixes too.

FYI the section of the patch where heirarchy & guard interval are changed to AUTO can be disregarded

(In [23075]) Closes #7688. Updates to the UK fullscan parameters. With the move to 8k transmission mode, explicitly setting a transmission mode of 2k is a bad thing (tm)

(In [23345]) Refs #7688. Revert GuardInterval and Hierarchy changes as they aren't required.
