Because the local FTA EPG data is not entirely trustworthy, lead in and lead out additions are a useful thing here.  Unfortunately that means that a tuner can not be used for consecutive time slots.  The short overlap causes a conflict.  An alternate scheduling strategy would be to allow recording part of the lower priority program.  

Some types of program are only sensibly recorded as an all-or-nothing deal, but others can miss large chunks and still be worth watching.  Typically all-or-nothing type programs would be given a higher priority.  An extra flag for all-or-nothing versus allow-recording-of-fragments (defaulting to all-or-nothing) could also help here.
