Description
For some reason, if you're in the last chapter of a title, skipping to the next chapter is explicitly disabled. Similarly, if you're in the first chapter, skipping to the previous chapter is disabled. This patch removes those restrictions.

DVD navigation: Reenable skipping past the last chapter of a title, and skipping previous to the first chapter of a title. The limitation may have been left over from an older version of libdvdnav.
Fixes #10401.
