Remove support for CEA-608 teletext

Description

Support for the teletext portion of CEA-608 should be removed, as there is virtually no content that includes it.

This does not affect normal CEA-608 closed captions, or DVB teletext. It only refers to the old attempt at defining line-21 VBI-based teletext.
