Mythtvsetup cannot identify tuner cards under recent kernels

Description

Under kernels later than 3.3.7-1 Mythtvsetup reports FE_GET_INFO ioctl failed and tuner cards cannot be created. After I had deleted all cards I was able to recover by dropping and restoring the database, but this won't work for a new card or a new installation. Seen in both 0.24-fixes and 0.25-fixes.
