anamorphic video appears to ignore the container's listed aspect ratio

Description

When I drop my home video files into the video library they playback with a 4:3 aspect ratio. The files have a mpeg2 video stream with a resolution of 720x480. The correct display resolution is 853x480. The original file was in a proprietary container unique to JVC, so I used mkvmerge to put it in an mkv container and set the Display resolution to 853x480.
