I'm running 0.25.3 and have still the same issues of poor quality mentioned in this thread: http://www.gossamer-threads.com/lists/mythtv/users/517240#517240
In the thread is a patch already available but it seems that it's not applied to 0.25.3. If I look at the code at https://github.com/MythTV/mythtv/blob/fixes/0.25/mythtv/libs/libmythtv/avformatwriter.cpp#L430 the level is still always set to 13.
Could anyone please apply this patch?

0.25 is no longer supported. 0.26 has been out for months.
