Channel scanner doesn't update transportid

Description

A scan on my production box running 0.27-fixes failed to pick up on a change to ITV3, which had moved since the last scan to a different transport ID. The service id and frequency had stayed the same but the transport id was different.

This meant the channel could not be tuned.
