After livetv pause, skip jumps to live position vs forward

Description

After pausing a live tv channel for say 5 minutes, after resuming playback the first skip forward takes the current playback position all the way up to love instead of just skipping ahead the 30 seconds requested.

MythTV Version : v0.28-pre-3592-g34c7003

Version: 0.28.0 → 0.27-fixes

Also reported against 0.27-fixes in #12755

This happens almost every time. Sometimes it even jumps at start of recording, but timebar shows incorrectly that recording is at end. Forwarding/rewinding makes it more confused (timebar does not match recording state).
