TOGGLEBPBMODE doesn't work

Description
I can't get PbP working. My other PiP controls are working fine. I'm using the default keybindings for all of them - B, N, V, Ctrl-V - but it's only Ctrl-V (PbP) that's not working. And when I say not working it's simply that pressing Ctrl-V does nothing. I've tried reassigning TOGGLEPBPMODE to something other than Ctrl-V but that was also unsuccessful. I'm using Flirc as my keyboard if that makes any difference, although I don't see why it would. This is for a new install of FE v0.28 on 16.04 Ubuntu.
