Alternative xvattribute change

Description

Attached is an alternative patch for the (ati&via) xvattribute fix. Rather than tweak the value at attribute write time, just move the default.

There's a separate tweak in the ChangePictureAttribute call which on it's own would probably fix the bug in the existing code, although I didn't check.
