Smaller live TV buffer size increments

Description

This patch reduces the live TV buffer size increments from 1GB to 100MB and the reason for that is to be able to use RAM disk storage to reduce noise when using live TV. Patch is against 0.18.1

Just wanted to add that the unfortunate side effect of changing the unit from GB to MB will need an update of the corresponding DB entry to maintain previous buffer size.
