Merge short commercial breaks

Description

Patch allows short consecutive commercial breaks to be treated as one (skipping forward only). I occasionally get a couple of commflag markers during a single commercial break, and inevitably I go to far and have to skip back. This fixes it for me (90 seconds works best).

Not sure about this one, but putting it in my view.

If we're going to have this kind of feature, why not put it in the flagger to begin with.

Originally I created it as a patch for the flagger, but if it does pick up a false-positive the original marker doesn't exist so you can't skip back. It doesn't really add much to the flagger, and would mean re-flagging recordings when adjusting the length.

(In [13620]) Add a commercial skip setting to merge short commercial breaks during playback. If you turn this setting on and two or more short commercial breaks are encountered back to back they will be merged into one and skipped as a whole.

Closes #3476 using patch by Neil Garratt.
