HDHomeRun min signal strength threshold too low

Description

Hi,

MythTV checks for a minimum signal strength before it will record. For the HDHomeRun this was set to 65%.

This threshold is too high for OTA use.

There was a bug in the older HDHomeRun firmware - as the signal strength dropped below approximately 75% it switched equations and incorrectly reported high signal strength.

The attached patch changes the threshold to 45%.

Would it be possible for this patch to be applied to both the trunk and to 0.20 fixes please?
