Description

this is a patch to specifically fix bad fps calc for h263 in the latest ffmpeg also a generic fix for avformatdecoder to hopefully recover if it happens to another codec. affects seeking.

(In [7587]) Closes #509, by applying patch.

I changed the avformatdecoder bit so that if it is still out of range we just set it to 29.97 fps.
