consistent changes to settings.pro for mythplugins with mythtv. Allow compilation under QT3 and QT4

Actually change in 5328 can be added to settings.pro as well and have it ripple down all mythplugins. In QT3 we patched qmake.conf in mkspecs, but this allows us more control.

I am not sure of the wisdom of this. SVN trunk has only built with Qt4 for a long time, and 0-21-fixes builds against Qt3. They both have different appropriate hacks for MinGW. Why also add the Qt3 hacks into trunk?
