Search does not respect startdates in the past

Description

How to reproduce:
1) Find a program in the past that does not recur
2) Perform an advanced search, setting the start date appropriately so the program would be found

What happens:
No results are returned.

What should happen:
The program should be displayed OR ELSE a message should be displayed notifying the user that dates in the past are prohibited.

Attached is a patch which causes results to be displayed for startdates in the past.

(In [19021]) Fixes #5712, this allows searching prevously to today in the advanced search
