Description

This patch updates MythWeb's INSTALL and README files to include information on how to configure a system's local timezone in PHP.

The update to INSTALL includes the configuration details, the update to README adds an FAQ item.

Without an ETA for 0.22, can we get this applied to 0.21-fixes?

I would imagine there are a lot of users running the stable branch via packages that would benefit from having this documentation update available.
