mythweb not using configured skin

Description

recent versions of mythweb(since the iphone/ipod skin was added) are not honoring the configured skin and use the default skin no matter what. I have attached a patch that I believe corrects this problem.

this latest patch does not require you to clear the cookie for the skin/tmpl changes to take effect.

(In [19255]) Fixes #5959, this fixes the issue of mythweb not using the configured skins and allows the user to setup a session default skin as well as a browser specific skin
