Use PIPLocation setting for placement of the first PIP

Description

The PIPLocation setting no longer seems to be honored.

Attached patch uses the PIPLocation setting for the placement of the first PIP.

gnome42, I'd actually like to replace PIPLocation with all the location order + make this controlled by the theme.

(In [20598]) Refs #6059. Apply Shane's fix to respect the PIPLocation setting again for the first PIP.

Ignoring my own desire to make the PIP locations controlled by the theme... closing as fixed with Shane's patch to restore old behavior applied...
