Doc: The "pre Shutdown check-command" is mandatory, not optional

Description

Documentation says "pre Shutdown check-command" is optional and can be left empty, but that is not true and disables shutdowns. Something has to be entered if you want a shutdown.

Unfortunately this is a bug from the very first beginning in the patch. I wanted to have that fixed long ago, but time moved me away from mythtv those days.

So, this should be fixed with the attached patch, rather then changing the docs ;-)
