QuickTune feature no longer works with HDHomeRun

Software: MythTV 0.22
When entering livetv mode mythtv incorrectly sets PID filter rather than tuning by program number:
1) mythtv-setup: set Quick Tune option to "Always".
2) mythfrontend: enter live tv mode.
3) check filter and program: hdhomerun_config FFFFFFFF get /tuner0/program hdhomerun_config FFFFFFFF get /tuner0/filter
Program = 0 and filter containing 0x0000 (+ others) indicates a PID filter was sent to the HDHomeRun, not a program number.
Program > 0 and filter missing 0x0000 indicates mythtv tuned by program number (quick tune).
This feature is important for compatibility with future products.

I'm still trying to debug another HDHR fault (#8507), so this one won't get resolved by 0.24. Sorry.
