After finding a broken link to ffmpeg.sourceforge.net/..., I tested the other 10 'sourceforge' links. Only the ffmpeg link returns an error, an xmltv link redirects OK, but I'd suggest correcting it.

I /assume/ that the mythtv-HOWTO-#.html is the source for the other files (.pdf, .sgml, .txt...)

(In [24355]) Update the ffmpeg and xmltv links in the HOWTO. Refs #8407.

This just moves the fixes in [24336] into the SGML.
