Deinterlacing disabled with non-1x default playback speed if 'bob' is selected

Description

If you assign a recording to a playback group with a playback speed that's greater than 1x, bob deinterlacing will be disabled because the resulting frame rate is too high for doubling, leaving playback without any deinterlacing at all.

The attached patch falls back to onefield deinterlacing instead, and also doesn't permanently turn off deinterlacing, so if you switch back to 1x bob will be re-enabled.

Makes bob deinterlacing play nicely with timestretch changes.

(In [8515]) Fixes #933. References #904.

I didn't apply the patch as it changes the meaning of m_can_double. This fixes the problem by checking m_scan and m_DeintSetting before re-enabling deinterlacing.
