Description
The Test Decryptability option tries to decrypt each channel when scanning. In the output, it's quite clear that this seems to work fine.
How-ever, when channels are found that MythTV in unable to decrypt - those channels are still added in the channel-scan.
Steps:
1: Get a working DVB setup - including CAM. (You needs channels on your network, that you do not have access to)
2: Do a full-tuned channelscan, with "Test Decryptability" turned on.

No idea if this is behaving as expected.

It should work that way, it's only a test - it dose not say "only add Decryptabil channels"
In that case this function doesnt make any sense - there is no way to check the decryptility-status afterwards (except of course changing to the channel in question).

Can you please provide a log of a scan where this occurs? mythtv-setup -v channelscan, siparser, record should be helpful. Thanks.

No response, and I suspect from the non-email provided by the submitter in the comments, he's not getting these anyway. And this is how you turn someone willing to work on and fix your problem into someone who is no longer interested. ;)
