Program Guide Skip Channel Option Not Working

The option to allow channel skipping in the program guide setup by pressing 3 or 9 on a remote is missing. The option should be put back into the Program Guide setup menu to allow the user to choose for themselves.

On a side note this has been a problem in the past with new builds. I'm not sure why this keeps on disappearing.
