Animated .gif images loaded as static non-animated images.

Description
I created a new theme for Myth after being told that gif animation is supported and working correctly, however any animations loaded or displayed are displayed as static images.
Unless there is an undocumented way of calling animated images specific for themes, I am guessing that this is a bug.
This was tested under both version .23, and .24 from the mythbuntu repo.

Change the heuristic to only skip animation for myth://
This should allow local files that aren't using full pathnames to be animated
