Mythweb does not allow to set negative priorities for recording rules

Description

On the Mythweb program detail screen, setting the priority to a negative value and clicking on "Update Recording Settings" has the effect of setting the priority to 0. The right value is displayed on the "updated" screen but it's saved as 0 to database.

The attached patch fixes it.

This is a bug in both 0.20-fixes and SVN and it's a regression from 0.19.x
