Update "Aggressive Audio Buffering" Tooltip to reflect which types it affects

Description

The "Enable Aggressive Audio Buffering" option has a description which states that is affects only hardware encoders. This clarifies that it affects digital tuners and hardware encoders, and clarifies that the "MPEG-4" referred to is only in the context of framegrabbers.

Note that the patch is correct, but this actually applies to the "Extra audio buffering" setting, not the "Aggressive Sound card Buffering" setting. The ticket description could be a little confusing as it uses a phrase which is somewhere between the two setting names. :)
